For Julianne Hough, flirty makeup is all about bubblegum pink lips. Steal her style by outlining your pout with a lip pencil as close to your natural lip color as possible. Fill in your lips with your desired shade, making sure to apply it with a lip brush. Bubblegum pinks tend to be sheer, so use a soft painting motion to intensify the color in layers.
