I'm really pale and I use Maybelline Dream Satin Liquid, in Light Porcelain. It's the palest colour they do, and it has a really creamy texture so a little goes a long way. It's only about £7.99 in boots I think. Every time I have tried another brand or type the palest colour is too dark for me, or the foundation itself is too cakey and hard to blend which looks bad on my pale skin.

Make Up Forever HD Foundation in 117 is good if you have a slight yellow undertone. (115 works if you have a pink undertone.) Illamasqua has a skin base in white, so you can mix it in with your regular foundation. Mac also has face and body white, but I find that only mixes well with other face and body shades. For drugstore, I find revlon can have some shades that aren't half bad for light skin. Hope this helped! :)
