You need to no why you're skin has spots to start with. If you have dry skin, then you need a good exfoliator, that specifically for dry skin and a moisturizer. Superdrug own brand Vitamin E range is amazing. If you're skin is oily then you'll want a moisturizer to compact oil, superdrug deep action moisturizer is amazing and so is Good Things mattifying moisturizer (smells great too). For specific spot treatment Garnier spot gel and Superdrug deep action are good and so is sudocrem!!
First of all, if you have hyperpigmentation- you do not want to go out in the sun. This will darken them and make them last longer. The best thing you can do, is buy a really good sunscreen; at least SPF 30. I am not familar with e45, could you look at the ingredients and tell me what's in it? I am wondering if the ingredient is hydroquinone. If it is, then that's why it makes the marks go away and then come back.
