Tap water maybe causing breakouts, what to do?

asked
I've read that even the tap water used to wash my face can cause a break-out. What is a good way to tell if it's that, and if so, how can you prevent it? Will applying toner everyday after washing do it? I do notice some redness in the skin on my face when I'm done washing.

Giving it a quick search, I find: http://www.ncbi.nlm.nih.gov/pubmed/18489300 which definitely shows that even washing with just water and no soap will cause skin pH levels to rise and degrade skin function. Not sure if this could cause a break-out, but it's certainly worrisome. I had heard that toner can correct this, but I'm not really sure.

I wouldn't worry too much about it, to be honest. Water is actually really good for your skin. The chemicals in water couldn't be harsh- because we have to drink it.

If you're worried about it, just remember to wash your face with hot water and rinse with cold water (warm water opens your pores and cold water closes them) That helps prevent dirt and other chemicals from every day living from getting into your pores and causing break outs.

I've never heard of that before. Did the article explain how tap water causes breakouts?
