Darker lips always look good on pale skin. If you go with darker lips then be sure and go light on the eyes. Stick with natural earth tones but try them on the cooler side.

For your eyes, stick to light neutral earth tones and pinky browns. You can use colors like purple and blue, just make sure to apply it lighter and blend well. I suggest brown eyeliner and black/brown mascara. Bronzer is a great way to "fake" some color and add a healthy glow!

You might want to try a bronzer powder to warm up your fair skin a bit, then you can wear all those wonderful darker colors and look great. Since summer is almost here, you could also try a self tanner for the face. Even if you have fair skin, you can still wear vibrant lip colors. Look at Nicole Kidman.
