I am in my teens (still live with ma) and ma is very strict on eye make up (specifically eye liner). I was wondering how to apply pencil eyeliner lightly and what eye shadow color I should use. (btw i have olive toned skin)

Try using a sheer creme shadow such as Clinique Lid Smoothies. They are light, sheer and natural looking and give a hint of color to the eye. Apply pencil liner to upper and lower lids and smudge lightly.
