Try Neutrogena Sheer Mineral Powder Foundation or BareMinerals. So easy to apply and perfect for combination skin. You would most likely need the fair to light shade. Either of these would be great for you, they feel lightweight yet give nice coverage.

I definitely agree with @GoodFaith about mineral makeup, but I was also reading that the Cover Girl CLEAN liquid foundation also gives you good coverage while helping to clear your skin.

If you're having a problem with breakouts, then mineral powder foundation is your best option. www.bareminerals.com
In order to conceal existing acne spots, you will have to put it on in layers. It is much better than a liquid foundation, because it allows oxygen to reach to skin-which is necessary to fight acne. You can also get a mineral powder bronzer; to add some warmth to your fair skin. Make sure to remove your makeup throughly, before bed every night.
