A primer would be great to use right before you apply your make up! If its more around the eye area you would probably want to make sure that you are using a waterproof mascara and waterproof eyeliner.

Start with a clean face. Oily skin only aids in the smudging. Try using non oil based products . Use an eye make up primer before apply your make up. Use waterproof mascaras and eyeliners. Apply translucent powder to the eyelids before you apply your shadows.
