How to get this style?

I have a few friends with this style. I really like the eye makeup and hair, but what exactly is the eye look called and how to I get the hair look? I have curly/wavy hair, so could I straighten it and then curl it? Also, how can I get the makeup look? Thanks!

As for the hair, you wouldn't need to do both straightening and curling. Instead, use an air pick after you have rough dried the hair about 80%. Make sure to work the air pick attachment through the hair using some tension to help smooth out most of the curl and frizz. Last but not least curl the hair taken long vertical sections and only curling up to a few inches away from the roots. Curl both sides away from the face for a more flattering effect. In the back make sure to alternate the direction on the curls to prevent all the hair combining into one big curl. Use the large curling iron to smooth the bangs down making sure to flair the ends out just a bit so that they blend into the rest of the curl pattern throughout the style.
