do nothing under your eyes. put eyeliner really close to the roots of your eyelashes.Go darker at the outer corner and put some brown matt eyeshadow just a little higher of you bone.highlight under your eyebrows with white shadow or a white pencil.

Don't line your entire lower lash line...it'll make your eyes even smaller. use a pearlescent white/shimmery cream color on the inner corners of your eyes to really open them up.

Use a white pencil directly beneath your brow and also on the top of your lid. Blend the top line down into a light shadow. Use a darker shadow in the crease and blend out to the edge. Do not go past the brow bone. use a light shade of liner and apply it only on the top lid. Add mascara to finish up.

Use two shades of eyeshadow, a light grey or silver right around your eyes, then a dark blue or black as an outside ring (use your finger to blend the two). Quick easy steps to open the eye up. You could just use an eye liner on the corners of the outside of the eye on top and bottom. Differently use a lash curler to help play up and plump those lashes. I wouldn't use a whole lot of deeper tone shadows due to it could give the illusion of shrinking the eye.

Having small eyes myself, I personally find applying matt white eyeshadow/eyeliner on the inner corners of my eyes work well. I also apply it on the center of the top lid and right below the bottom lashline. Tightlining (applying eyeliner on the top lashline) also makes the eyes appear bigger :)

Curl your eyelashes and make them longer and lots of mascara, the put a line of eyeliner just above your top eyelashes and a light brown shadow and voila <3
