I think adding a full head of pale blond highlights would look great on you. It will give your hair a nice contrast while really allowing your eyes to stand out more.

I would suggest putting a few bright blonde highlites in the crown of your hair. You don't really want to dye your entire hair & then deal with the roots. Enjoy being young and not having to color your hair. You have the rest of your life to color your hair, when it starts going gray in another 20 years. You could also just put a clear glaze over your hair to give it shine & dimension. You can pick up a box at the drugstore.
