I would slowly add in some contrasting tone to give you a bit more color and bring out your skin tone rather than wash you out. Going all over would be a little too drastic and hard to feel comfortable with at first so I would go with a full head of lowlights first to soften the blow and still keep some of your blond until you can brake out of your comfort zone. As for the cut, I really like the bangs and all over length. I would only add in a few more long layers for added movement and style. Not too many, just from about collar bone down to the ends.
