I wouldn't advise it especially since you dyed it blonde first and stripped it. I would suggest seeing a professional.

I wouldn't, hair can damage easily. Anyway, orange is a fashion statement so just let it fade.

I would suggest going to a salon. If money is an issue, find a cosmetology school in your area-they offer hair services at reasonable prices.

It's safe to do so, it'll just really damage your hair. It depends on your hair though. If your hair is brittle and tends to fall out on its own, its probably not the best idea. I've dyed my hair twice in one day just so it didn't turn orange and mines finally getting better.

You are fine. Because you are only depositing tone it is not harmful. If anything it may just make your scalp a little sensitive. Make sure to fill the hair or use a warm shade brown to avoid creating muddy ashy tones. You may also want to consider toning it first. You can tone with an ashy blond to try to neutralize the unwanted gold tones. Make sure you are only using a 10%peroxide or even lower for this step as well as when you color it solid. Nothing higher is required since you are depositing only.

no! you need to bleach your hair first, but you have to be really careful with bleach. it can fry your hair and break off/fall out. but you might be ohkay if you go back dark brown. but if you want to be blonde. bleach your hair and then dye it(: hope i helped(:
